These perimeters are updated based on USGS Geomac.  Geomac searches the CAL OES ftp, the NIFC Active Incident ftp, and the Fire Planning and Mapping tools site for updated incident perimeter data.  They are classfied as active or not active.  Starting 7/1/2008 - they have a server process (ArcGIS Server) that creates a shapefile every 2 hours with all the updates they have at that time.

This isn't anywhere near a perfect process, and we're working on some improvements, but it's a decent look at what we know at any given time.
