26: Communities/Critical Infrastructure Threatened (in 12, 24, 48 and 72 hour time frames):
12 hours:
: May affect: The communities of Piru, Santa Paula, Ojai, Upper Ojai, Miramonte, Blue Point, Temescal, Lockwood Valley, Rose Valley, Ozena and Hasley; recreational use of multiple USFS and State campsites; burnover and closure of Hwy 33; multiple cell phone/radio communications sites; temporary shut down of the Sespe oil fields; major electric transmission lines and gas pipelines servicing the Los Angeles area. Temporary shutdown of the William E. Warne Power Plant Pumping Station.
24 hours:
May affect: The communities of Fillmore, Knapp Ranch, Val Verde, Frazier Park, Pinon Pines Estates, Ozena, Pine Mountain Club and multiple ranches southwest of the fire; recreational use of multiple USFS and State campsites; Hungry Valley State Recreation area; structures in the USFS administration site and Pump House south of Hungry Valley; multiple cell phone/radio communications sites.
48 hours:
May affect: Recreational use of multiple USFS campsites and multiple mining claims due to increased smoke production and/or burnover; multiple cell phone/radio communications sites.
72 hours:
May affect: Communities near the Santa Barbara/Ventura County line; recreational use of multiple USFS campsites due to increased smoke production and/or burnover.
27: Critical Resource Needs (kind & amount, in priority order):
1.
W (12) Type Engine Strike Teams;
2.
E (8) Type I Hand Crews; W (10) Type 1 Hand Crews; 10 TYPE 2 IA: (1) HLCO
3.
W (4) OPBD; W (2) FOBS; (2)DPRO; (1) SITL;2 Type 2 PIO; 2 Type 3 PIO
28: Major problems and concerns (control problems, social/political/economic concerns or impacts, etc.) Relate critical resources needs identified above to the Incident Action Plan.
Very steep and inaccessible terrain. Multiple jurisdictions in relation to protection of critical infrastructure (communications sites, municipal watersheds, electrical facilities/infrastructure, interstate highways) in close proximity to the fire. Use of minimum impact suppression tactics (MIST) in wilderness and threatened/endangered species habitat. Protection of heritage resources. Public safety along Interstate 5 Fwy corridor. Prevention of the spread of the New Zealand mud snail north of Pyramid Dam and into Piru Lake. Wildland urban interface areas and towns/communities north, south and west of the fire.
29: Resources threatened (kind(s) and value/significance):
Wilderness values in the Sespe Wilderness on the Los Padres National Forest. California Condor Sanctuary and habitat. Arroyo toad and California red-legged frog habitat. Sespe River Steelhead habitat. Archeological/heritage sites.
30: Current Weather Conditions
Wind Speed:
15G40 mph    Temperature: 48-75
Wind Direction: NE       Relative Humidity: 12-20
31: Resource benefits/objectives (for prescribed/wildland fire use only):
32: Fuels/Materials Involved: 4 Chaparral (6 Feet)
Heavy mixed brush with scattered timber.
33: Today's observed fire behavior (leave blank for non-fire events):
Santa Anna winds surfaced about 1000 hours and slop-over occurred across Piru Creek near confluence of Alamo Creek. The fire spread slowly to the west through fuels broken by rocks and barren areas. West: Fire Behavior remained very active into the evening hours as fire continue towards the headwaters of Santa Paula Creek. The main fire front is expected to reach the mouth of Santa Paula Creek. Fire Behavior The fire made a run of the west fork of Sespe Creek and burned an additional 5000 acres of Santa Paula Creek. Sparser fuels and broken terrain in the area is limiting further spread. Intense heat is showing up on the north and south side of Sespe Creek just east of Rose Valley. Fire is established in headwaters of Santa Paula Creek.
34: Significant events today (closures, evacuations, significant progress made, etc.):
East: Constructed line in Mutau Flats where fire crossed Piru Creek. Constructed direct line around spots outside of the main containment area. Provided structure protection in the Mutau Flats and Lockwood Valley area. West:Continue to improve contingency line and direct line on the west perimeter.Precautionary evacuations continue in the community or Santa Paula. 5000 acre spot fire near Upper Santa Paula Creek and Reccommended evacuations for Sulpher Mtn. Rd and Hwy 150 East from Ojai to Steckel County Park.
Outlook
35: Estimated Control
Date and Time:
36: Projected Final Size:
37: Estimated Final Cost:
38: Tomorrow's Forecasted Weather
Wind Speed:
15G45 mph    Temperature: 76-90
Wind Direction: NE       Relative Humidity: 10-12
39: Actions planned for next operational period:
East: Provide structure protection; at Scheideck Camp; the Lockwood Valley area and Mutau Flats. Scout the northwest perimeter for slop-over areas and line construction opportunities. Construct line from Lockwood Creek to Grade Valley Road and burn out as conditions allow. Improve contingency line in the Hardluck area around the Div. X/Y break. Hold and improve line from Pyramid Lake along Piru Creek. Patrol the I-5 corridor. West: Construction continue to improve contingency line and direct line on the west perimeter as winds from the Santa Ana wind event continue through the weekend with winds speeds in excess of 60 mph north of Santa Paula.
40: Projected incident movement/spread during next operational period:
Strong Northeast to east winds will be the primary driver of fire spread. These winds will push the fire downwind regardless of slope. Expect extreme fire behavior. Rates of spread may approach 5 miles per hour at times. Spotting may be up to around a mile from running fire in brush. Control efforts at the head of the fire are not likely to be successful except in the sparsest fuels.Based on the predicted wind event, fire would likely move toward the south and west. The major perimeter growth would be on the southern and western areas. Fire will continue to back toward Piru Creek and may spot across to the north side again, due to wind eddies in the canyon bottom. If there is uncontained fire in Lockwood Creek and Sheep Creek, expect the fire to move up the drainages. As the wind slows in the afternoon, fire behavior will subside, but will still move rapidly and intensely up steep slopes with continuous fuels. Expect minimal fire activity on the east side.
41: For fire incidents, describe resistance to control in terms of:
1. Growth Potential - Extreme
2. Difficulty of Terrain - Extreme
42: How likely is it that containment/control targets will be met, given the current resources and suppression/control strategy?
Continued progress hinges upon our ability to retain our current workforce level during the next 3-5 days. Filling unfilled orders and replacing resources timing out along with favorable weather are needed to meet containment targets. This 3 day period control objective containment is uncertain on the west south northwest perimeter due to a Santa Anna wind event.
43: Projected demobilization start date: 09/25/2006 1200
44: Remarks:
The Day Incident is now under Area Command with Type I Team (Custer) managing the East section and CIIMT-5 managing the West section. The Day Incident 209 will reflect both the East and West sections. There is potential for a rapid, six or more mile progression on the southwest perimeter this weekend, threatening the communities of Fillmore, Santa Paula, Rose Valley, Upper Ojai, Ojai and the surrounding areas due to the forecasted Santa Ana wind event with winds up to 60 mph. Wind event should end Sunday evening.
