26: Communities/Critical Infrastructure Threatened (in 12, 24, 48 and 72 hour time frames):
12 hours:
May affect: The communities of Piru, Santa Paula, Ojai, Upper Ojai, Miramonte, Blue Point, Temescal, Lockwood Valley, Rose Valley, Ozena and Hasley; recreational use of multiple USFS and State campsites; burnover and closure of Hwy 33; multiple cell phone/radio communications sites; temporary shut down of the Sespe oil fields; major electric transmission lines and gas pipelines servicing the Los Angeles area. Temporary shutdown of the William E. Warne Power Plant Pumping Station.
24 hours:
May affect: The communities of Fillmore, Knapp Ranch, Val Verde, Frazier Park, Pinon Pines Estates, Ozena, Pine Mountain Club and multiple ranches southwest of the fire; recreational use of multiple USFS and State campsites; Hungry Valley State Recreation area; structures in the USFS administration site and Pump House south of Hungry Valley; multiple cell phone/radio communications sites.
48 hours:
May affect: Recreational use of multiple USFS campsites and multiple mining claims due to increased smoke production and/or burnover; multiple cell phone/radio communications sites.
72 hours:
May affect Communities near Santa Barbara/Venture County line; recreational use of multiple USFS campsites due to increased smoke production and/or burnover.
27: Critical Resource Needs (kind & amount, in priority order):
1.
East (8) Type I Hand Crews; West (8) Type 1 Hand Crews; (15) Type 2 IA HC: (1) H
2.
West (4) OPBD; (1) SITL ; (2) PIO2; (1)PIOF
3.
28: Major problems and concerns (control problems, social/political/economic concerns or impacts, etc.) Relate critical resources needs identified above to the Incident Action Plan.
Very steep and inaccessible terrain. Multiple jurisdictions in relation to protection of critical infrastructure (communications sites, municipal watersheds, electrical facilities/infrastructure, interstate highways) in close proximity to the fire. Use of minimum impact suppression tactics (MIST) in wilderness and threatened/endangered species habitat. Protection of heritage resources. Public safety along Interstate 5 Fwy corridor. Prevention of the spread of the New Zealand mud snail north of Pyramid Dam and into Piru Lake. Wildland urban interface areas and towns/communities north, south and west of the fire.
29: Resources threatened (kind(s) and value/significance):
Wilderness values in the Sespe Wilderness on the Los Padres National Forest. California Condor Sanctuary and habitat. Arroyo toad and California red-legged frog habitat. Sespe River Steelhead habitat. Archeological/heritage sites.
30: Current Weather Conditions
Wind Speed:
10G20 mph    Temperature: 52-75
Wind Direction: NE-SE       Relative Humidity: 15-25
31: Resource benefits/objectives (for prescribed/wildland fire use only):
32: Fuels/Materials Involved: 4 Chaparral (6 Feet)
Heavy mixed brush with scattered timber.
33: Today's observed fire behavior (leave blank for non-fire events):
East: Minimal fire activity during the night. Fire made short crown runs in timber. Active fire in brush fuels. Fires backing into drainages. Short range, up to ¼ mile, spotting. Slop-over across Piru Creek yesterday burned about 4800 acres.West:The fire made several runs in Santa Paula Canyon that was driven by slope and wind. Lack of fuels limited the fire spread to the Topatopa Bluffs. Several spot fires have been detected off the bluffs in the headwaters of Sisar Creek. Fire along the Sespe Creek has been significantly reduced due to aggressive suppression action. Several small areas remain active in the upper portions of the drainage.
34: Significant events today (closures, evacuations, significant progress made, etc.):
West: Continue to improve contingency line and direct line on the western and southern perimeter. Secured slop over at Topotopa Bluff. Recommended evacuations for Sulpher Mtn. Rd and Hwy 150 East from Ojai to Steckel County Park were lowered to precautionary. Airtanker DC10 dropped retardant on the fire. East: Utilized air resources to slow spread of fire south of Lockwood Flats. Constructed direct line with dozers and hand crews from Grade Valley Road east toward Lockwood Flats. Received permission to construct direct dozer line in Sespe Wilderness west of Grade Valley Road. Used aerial ignition to increase burnout in Piru and Alamo Creeks area. Provided structure protection in the Mutau Flats and Lockwood Valley area. Completed 1.5 miles of hand line and dozer line from Grade Valley Road to Lockwood Flats. Continued burnout operations in Division X.
Outlook

Date and Time:
36: Projected Final Size:
37: Estimated Final Cost:
38: Tomorrow's Forecasted Weather
Wind Speed:
12G20 mph    Temperature: 79-84
Wind Direction: S-SE       Relative Humidity: 20-30
39: Actions planned for next operational period:
West: Continue construction to improve contingency line and direct line on the west perimeter. Identify areas that will need short and long term rehab. East: Patrol I5 corridor, oak flats, and Rawhide Ranch. Patrol and provide structure protection at Camp Scheideck.Construct line when possible. Continue to construct direct line from Grade Valley Road to confluence of Lockwood and Piru Creeks near Sunset Campground. Monitor and protect improvements from Hard Luck Campground to Div X/Y break. Hold and improve line from Pyramid Lake along Piru Creek. Provide structure protection in Mutau Flats area and in Lockwood Valley.
40: Projected incident movement/spread during next operational period:
Expect slower rates of spread than yesterday, but there is still the potential for extreme fire behavior where there is a good, continuous fuel bed. Fire will continue to back toward Piru Creek and may spot across to the north side, due to wind eddies in the canyon bottom. If there is uncontained fire in Lockwood Creek and Sheep Creek areas, expect the fire to move up the drainages, especially Lockwood Creek. As the wind slows in the afternoon, fire behavior will subside, but will still move rapidly and intensely up steep slopes with continuous fuels. Fire activity is expected to moderate only slightly over yesterday¿s activity due to decreasing winds. Perimeter growth is expected to be similar to yesterdays due moderating winds. All indices remain extreme, but winds will moderate. Expect moderate fire behavior along the northern and western perimeters. Fire on the higher ridge will be active with winds and lower RH values. Expect moderate spotting potential (up to .3 mile). Anticipate winds pushing against containment lines in Div W/X/Y/Z from the SE and S, especially along the ridge tops. Fingers of fuel in the drainage bottoms will allow fire spread.
41: For fire incidents, describe resistance to control in terms of:
1. Growth Potential - Extreme
2. Difficulty of Terrain - Extreme
42: How likely is it that containment/control targets will be met, given the current resources and suppression/control strategy?
Continued progress hinges upon our ability to retain our current workforce level. Filling unfilled orders and replacing resources timing out along with favorable weather are needed to meet containment targets.
43: Projected demobilization start date: 09/25/2006 1200
44: Remarks:
The Day Incident is now under Area Command with Type I Team (Custer) managing the East section and CIIMT-5 (Dietrich) managing the West section. The Day Incident 209 will reflect both the East and West sections. The potential for rapid fire spread and progression will decrease on the southwest perimeter into to late evening in the communities of Fillmore, Santa Paula, Rose Valley, Upper Ojai, Ojai and Wind event should end Sunday evening. A need for a large capacity laundry service for Spike Crews. (sleeping bags)West. Costs to date decreased due to accounting adjustments.
